Through strong markets, timely rebalancing,_and good manager selection, the Plan experienced very strong investment returns leading to an ending value (as of 11/30) of $775M . Since inception, the Plan has also annualized a return higher than the actuarial rate net of fees. The City of Hialeah also ranks very well against its peers, as shown in Appendix A, and consistently ranks in the top third overtime and has beaten 75% of its peers since inception. CAPTRUST proposes a fee increase as it has been over 8 years since the agreement has been updated. Over the years, a fee equivalent to 2 basis points on total assets has been implemented. This agreement has historically been hard dollar however, there is also the ability for the fee to be based on assets so the fee would only increase when the Plan's assets increased .
