The responding com~anies were advised of the selection criteria and that the Committee would recommend a :number of companies 10 be placed on an approved list of qualified grounds maintenance S<':rvices companies to be selected in the future for sector grounds ma1ntena.nce work. The Committee determined that Elan Law and Landscaping Services, Inc. to be well qualified. Visual Scape, Inc. is a company that has risen out of the collapse of Vila & Son$, which, for 28 years; expanded 10 1)000 employees in grounds maintenance services, havjng FDOT and Disney World has long-standing clients. The principal performed excelJent grounds maintenance and landscaping work (o(' the City for several decades. With requisite liability jnsurance, equipment, employ~ safety plan, drug an<l criminal background screening, the Committee found Visual Scape, Irie. to be well qualified. The Committee understood that while on the rnaj-0r statewide companies coJlapsed due to overexpansion in a severe economic recession, the Committee supports this selection based on the decades of pn:>viding high•quality grounds maintenance services in Hialeah and throughout Florida. Orchidman Landscape Artisans Corp. impressed the Committee has a new, energetic groun.ds rnainte.nance company that has quickly gained municipal clients, the Cities of Pinecrest, Gof den Beach and Pembroke Pines. Mystic Gardens Lawn Contractors, Inc.. altJ1ough a smaller company with between 12 and 35 people in the fteld, possesses the requisite equipment and has the experience providing grounds maintenance services for the City of Hialeah, Hialeah Housing Authority and Leon Medical Center. Mystic Gardens Lawn Contractors, Inc. PageJ Page4 has sue<:essfully performed work for the City in the past, has the requisite liability insurance limits, certified a.rborist and pesticide applicator 011. staff. operates a worker safety program, and provides employee drug screening and criminal background checks. The Committee found Mystic Gardens Lawn Contractors, Inc. well qtJalified. The lowest ranked two companies, Garden Techs and Florida Turf & Landscape Horticulture, lnc., were not selected. Garden Techs was closely ranked in terms of total points with Mystic Gardens. The small n:u.mber of empl:ayees, 14 employees in the field, and the lack of a certified arborist on staff, did not compare with the manpower of the olher companies. Garden Tech has successful prior experience with the City and general met other requirements. Finally, Florida Turf & Landscape Horticulture, Inc. was not selected for reasons that it was unlikely that the company would provide quality services at a low price. While the company representative explained the prior negative history with Hialeah of his former company, Prnscape, it was clear that he blamed the circumstances on a misunderstanding between the company and the City as 10 "contract interpretation" relative to level of service. In fact, the company representative asserted that he educated his major client, the City of MiMt) Lakes, into increasing the contract by 30% to 35% to match hjs top-tier service of consistent groWth with pruning. The company representative beHeved that he worked successfully with Miami Lakes through continual negotiation. The Committee membel'S, while acknowledging that price and level of service is connected, did not share his view as to what the City could affor<l. during these difficult times. l:n fact, the City's desire i's to be cost-effective, maximize value and save money. The Committee determined that the Ciry would hope that the companies selected by the City would work Within these financial constraints without furlher negotiation. Accordingly, Florida Turf & Landscape Horticulture, Irie. was not selected. Marinelli, Director of Grants and Human Services Department, David Concepcion, City Clerk, and Carlos Berriz, Fleet Manager, convened to conduct scheduled interviews and make ('ecommendatfons for Request for Qualifications No. 2011112-3210-12-010 Grounds Maintenance. Also in attendance was Jorge Hernandez, Director of the Streets Department. and William Grodnick, City Attorney. The Cotn,m.ittee met in the Law Department Conference Room, 501 Palm Avenue, Hialeah, Florida at 10:00 a.m. Interviews were conducted for the following firms: Elan Lawn and Landscaping Services, Inc., Groundskeepers, Inc., Orchidman Landscape Artisans, Corp., Mystic Gardens Lawn ContractoTS., Inc., Garden Techs. Florida Turf & Landscape Horticulture, Inc~ Super Landscape & Maintenance, lnc., VisualScape Inc. and SFM Services, Inc. Florida Turf & Landscape Horticulture, Inc. was added to the interview JjsL Although the City had some performance issues related to the predecessor company Prose.ape, Inc., it was decided that Committee memb~. who did not have specific knowledge of the prior history, should have an opportunity to hear the company's explanation and ask questions regarding tbe same. The responding companies were advised of the selection criteria and that the Committee would reconunend a number of companies to be placed on an approved list of qualified grounds maintenance services companies to be selected in the future for sector grounds maintenance work. The Committee members were advised 1hat the Selection Committee would rank the responders according to an average score of all voting members based on a 100-poin.t scale or maximum total points based on the following allocation of points: 40 points for ability to deliver low cost quality services; 20 points for equipment, 20 points for experience and 20 points for manp<>wer. The Committee Page.2 members were then advis~ thal the h.i,ghest average score of all voting members represents the highest mnking responder. The next highest ranked responder is based on the second highest average sepre. The interviewed rt:sponders were ranked based on comparison scores in descending order; Thereupon, the Selection Committe~ ranked the following proposals on the 100-point scale as follows: I. SFM Services, Inc. has currel)t successful experlerice with the City of Hialeah and extensive mullicipal ex.perience with Doral~ Coral Gables, Miami La.kes. Sunny Isles, Miramar and Coral Gables. With state.-of-the art equipment including using green inltiatives such 8.$ t,he use of propane gas and recycling debris and cuttings, a certified arborist and certified pesticide applicator on staff, requisite !iabili~y insunmce, a safety program and employee drug testing, Sf:M Services~ Inc. is well qualified. Groundkeepers, Inc. is also a full service grounds maintenance eompany, with 80 employees in the field, a full complement of equipment, a safety program for its workers, requisite liability insurance, certified arborist and certified pesticide applicator on staff. and provides employee drug:--testing and criminal background checks. Groundkeepers, Inc. has extensive municipal and governmental client experience currently working on contracts with Coral SpringsJ Boca Raton, Palmetto Bay. Miami, Miramar, Miami-Dade Page2 Page 3 County, Miramar, and Miami Lakes. TI1e C-Ommittee determined that Groundskeepers, lnc. to be weU qualified. Super Landscape & Maintenance, inc. has a stellar reputation with the City, having performed p;rounds maintenance work for th~ City parks, police department, water & sewers property and City HaII during the last five years. With requisite equipment, municipal experience with Ooral and Hialeah, having a safety program, performing employee criminal background checks anc;t drug screening, a safety program, a certified arborist and certified pesticide applicator o.n staff at1d the requfaite liability insurance, the Committee found that Super Landscape & Maintenance~ Inc. is well qualified. Elan Lawn and Landscaping Services, Inc. employs between 60:..85 people in the field, has a certified arborist and certified pesticide applicator on staff, conducts employee crimjnal background checks and drug screening, implemenr.s a worker safety program, provides for the requisite amount ofJiability insurance~ and possess a fu11 array of heavy and small equipment. Elan Lawn and Landscaping Services, Jnc. had successfully worked for the City for six or seven years and currently has a large list of munici.pal clients, including Miami Beach, Pembroke Pinest Miramar, Cooper City and Miami Gardens. The Committee determined that Elao. Law and Landscaping Services, Inc. to be well qualified. V faualScape, Jnc. is a company that has risen out of the collapse of Vila & Sons, which, fo(' 28 years, expand~ to l ,000 employees in grounds maintenance services, having FOOT and Disney World has long-standing clients. The principal performed excellent grounds maintenance and landsc.aping work for the City fur several decades. With requisite !iability insurance, equipment, employee safety p1an, drug and criminal background screening, the Committee found VisualS~pet Inc. to be well qualified. The Committee understood that while on the major statewide cornpanles collapsed due to overexpartsion in a severe economic r~sion, the Corrunitt~ supportS this selection based on the decades of proVidjng high-quality grounds maintenance services in Hialeah and throughout Florida. Orchid.man Landscape Artisans Corp. impressed the Corrunittee has a new, energetic grounds maintenance oompany that has quickly gained municipal clientS, the Cities of Pinecrest_ Golden Beach and Pembroke Pines. With 30 people in the field, a certified ·arborist and certified pesticide applicator on staff, the requisite liability insuranc.e limits, employee safety program, drug s~eening and criminal background check.s, and requisite eq.uipment, the Committee found that Orchidman Landscape Artisans Corp. is well qualified. The Committee did note that the company rents forge equipment and that the smaller sector work would better suit the smaller size of this company. Mystic Gardens Lawn Contractorst Inc.. although a smaller company with between 12 and 35 people in the field, possesses the requisite equipment and has the experience providing grounds maintenance service$ for the City of Hialeah, Hialeah Ho\lsing Authority and Leon Medical Center. Mystic Gardens Lawn Contractors, lnc. Page3 Page4 has successfully petformed work for the City in the past, bas the requisite liability insurance limits, certified arborist and pesticide applicator on staff1 operates a worker safety program, and provides employee drug screening and criminal background checks. The Committee found Mystic Gardens Lawn Contractors, Inc. weU qualified. The lowest ranked two companiesJ Garden Techs and Florida Turf & Landscape Horticulture. Inc., were not selected. Ga.tden Techs was closely ranked in terms of total points with Mystio Gardens. The small number of employees, 14 employees in the field, and the lack of a certified arborist on staff, di(i not compare with the manpower of the other c-0mpa.n.ies. Garden Tech has successful prior experience with the City and general ,met other requirements. Finally> Florida Turf & Land$cape Horticulture, Inc. was not selected for reaoons that it was unlikely that the company would provide quality services at a low price. While the company representativ¢ explaineti the prior negative history wiU1 Hialeah. of his former company> Proscapet it was clear that he blamed the circumstances on a misunderstanding between the c:omptmy and the City as to ·~eontract interpretation'' relative to level of service. In fact, the company representative asserted that he educated his major cHent, the City of Miami Lakes, inro increasing the contract by 30% to 35% to match his top-tier service of oonsistenl gro\vth wit11 pruning. The company representative believed that he worked successfully with Miami Lakes through continual negotiation. The Committee members, while acknowledging that price and level of service is connected, did not share his view as to what the City could afford during these difficul1 times. In fact.. the City's desire is to be cost~effective, maximize value and save money. The Committee determined that the City would hope that the companies selected by the City would work within these financial constraints without further negotiation. Accordingly, Florida Turf & Landscape Horticulture, Inc. was not selected. Acoordi.ngJy, the Selection Committee; based on the foregoing reasons, reoomroends th~ highest,..~ed seven comp$11i~s.
