Marjnelli, Director of Grants and Human Services Department, David Concepcton, City Clerk. and Carlos Berriz, Fleet Manager. convened to conduct scheduled interviews and make recommendations for Request for Qualifications No. 20l l/l2-32l0~12·010 Grounds Maintenance. Also in attendance was Jorge Hernandez, Director of the Streets Department, and William Grodnick, City Attorney. The Conunittee met in the Law Department Conference Room, 501 Palm Avenue, Hialeah. Florida a.t 10:00 a.m. lnterviews were conduc1ed for the following firms: Etan Lawn and Landscaping Services, Inc., Groundskeepers. frtc., Orchidman Landscap~ Artisans, Corp., Mystic Gardens Lawn Contractors, Inc., Garden Techs. Although the City had some performance issues related to the predecessor company Proscape, Inc., it was decided that Committee members, who did not have specific knowledge of the prior history, should have an opportunity to hear the company's explanation and ask questions. regarding the srune. The responding companies were advised of the selection criteria and that (he Committee would recommend a number of companies 10 be placed on an approved list of qualified grounds maintenance services companies to be selected in the future for sector grounds maintenance work. The Committee members were advised !hat the Selection Committee wQuld rank the responders according to an average score of aU voting members based on a t 00-poinl scale or maximum total points based on the following allocation of points: 40 points for ability to deliver low cost qu~lity services; 20 points for equipment, 20 pojnts for experience and 20 points for manpower. SFM Services, Inc. has current successful experience witb the City of Hialeah and extensive municipal experience, With Doral, Coral Gables, Miami Lakes, Sunny Isles, Miramar and Coral Gables. With state-of~the art equipment including using green initiatives soch as the use of propane gas and recycling debris and cuttings, a certified arborist and certified pesticide applicator on staff, reQ.\Jisite liability insurance, a safety program and employee drug testing, SFM Services, lnc. is wefl qualified. Groundkeepers) lnc. is also a full service grounds maintenance company, with 80 employees in the field, a full complem~nt of equipment> a safety program for its workers, requisite liability insurance, certified arborist aad certified pesticide applicator on staff, and provides employee drug-testing and criminal background checks. Groundkeepers, Inc. has extensive municipal and government.at client experience currently working on contracts with Coral Springs, Boca Ralon, Palmetto Bay, Miami, Miramar, Miami~Dade Page2 Page3 CoWlty, Miramar, and Miami Lakes. Super Landscape & Maintenance, lnc. has a stellar reputation with the City, having perfonned grounds maintenance work for the City parks, police department, waler & sewers property and City Hall during the last five years. The Committee determined that Elan Law and Landscaping Services, Inc. to be well qualified. VisualScape, Inc. is a company that has risen out of the collapse of Vila & Sons, which, for 28 years; expanded 10 1,000 employees in grounds m~intenance services, havjng FDOT and Disney World has long-standing clients. The principal performed excellent grounds maintenance and landscaping work fot the City for several decades. With requisite liability jnsurance, equipment, employee safety plan, drug an(! criminal background screening, the Committee folind VisualScape 1 Inc. to be well qualified. The Comn1ittee understood that while on the .rnaj-0r statew:ide companies collapsed due to overexpansion in a severe economic recession, the Conunirtee supports this selection based on the deauies of providing rugh-qu11lity grounds maintenance services in Hialeah and throughout Florida. Orchidman Landscape Artisans Corp. impressed the Committee has a new, energetic: grounds maintenance company that has quickly gained municipal clients, the Cities of Pinecrest, Golden Bea~h and Pembroke Pines. With 30 people in the field, a certified atborist and certified pesticide appl.icator on sf.a.ff. the requisite liability insurance limits, employee safety program, drug screening and criminal background checks, and requisite equipment, the Comm.ittee found that Orchid.man Landscape Artisans Corp. js well qualified. The Committee did note that the company rents Large equipment and that the smaller sector work would betcer suit the smaller size of this company. Mystic Gardens Lawn Contractors) Inc.. altl1ough a smaller company with between 12 and 35 people .in the fo~ld, possesses the requisite equipment and has the experience providing grounds maintenance services for the City of Hialeah, Hialeah Housing Authority and Leon Medical Center. Mystic Gardens Lawn Contractors, lm:. PageJ Page4 has successfully perfonned work for the City in the past, has the requisite liability insurance limits, certified arborist and pesticide applicator on staff, operates a worker safety program, and provides employee drug screening and criminal background checks. The Committee found Mystic Gardens Lawn Contractors, Inc. well qualified. The lowest ranked two cQmpaoies, Garden Techs and Florida Turf & Landscape Horticulture, lnc., 1.~,1ere not selected. Garden Techs was closely ranked io. terms of total points with Mystic Gardens. The small nu,mber of empl9yees, 14 employees in the field, and the lack of a certified arborlst on staff, did not com.pare with the manpower of the other companies. Garden Tech has successful prior e.xperience with the City and general met other requirements. Finally, Florida Turf & Landscape Horticullure, Jnc. was not selected for reasons that it was unlikely that the company would provide quality services at a Jow price. While the company representative explained lhe prior negative history with Hialeah of his former company, Pr:o~ape:1 H was clear that he blamed the circumstances on a misunderstanding between the company and the C~ty i:is to "contract interpretation" relative to level of service. In fact, the company representative asserted that he educated his major client, the City of Miami Lakes, into increasing the contract by 30% to 35% to match his top-tier service of consistent growth with pruning. The company representative believed that he worked successfully with Miami Lakes th.rough conlinual negotiation. The Committee memberS, while acknowledging that price and level of sel"Vice is con.nected, did not share his view as co what the City could afford during these difficult limes. fn fact, the City's desire i's to be cost-effective, maximize value and save money. The Committee determined that the Ciry wovld hope that the companies selecte.d by the City would work Within these financial constraints without further negotiation. Accordingly, Florida Turf & Landscape Horticulture, Inc. was not selected. Accordingly, the Selection Committee, based on the foregoing reasons, recommends the highest·.mnked seven companies> SFM Services, Irtc., Groundskeepers. Marinelli, Director of Grants and Hurna.n Services Department., David Concepcion, City Clerk, and Carlos Berriz, Fleet Manager, convened to conduct scheduled interviews and make reoommendatfons for Request for Qualifications No. 2011/12-3210-12-010 Grounds Mainteriance. Also in attendance was Jorge Hernandez, Director of the Streets Department. and William Grodruck, City Attorney. The Committee met in the Law Department Conference Room, 501 Palm Avenue, Hialeah, Florida at 10:00 a.m. Interviews were conducted for the following firms: Elan Lawn and Landscaping Services, Inc., Groundskeepers, Inc., Orchidman Landscape Artisans, Corp., Mystic Gardens Lawn Contractol'S.. Inc., Garden Techs, Florida Turf & Landscape Horticulture., Inc; Super Landscape & Maintenance,' Inc., VisualScape Inc. and SFM Services, Inc. Florida Turf & Landscape Horticulture) Inc. was added to the interview lisl Although the City had some perform8.Clce iSSUC$ related to the predecessor company Proscape, Inc., it was decided that Committee memb~. who did not have specific knowledge of the prior history, should have an opportunity to hear the comp~y·s explanation attd ask questions regarding the same. The responding companies were advised of the selection criteria and that the Committee would reconunend a number of <:ompanies to be placed OJ) an approved list of qualified grounds maintenance services companies to be selected in the future for sector grounds maintenance work. The Corrunitlee members were advised that the Selection Committee would rank the responders according to art average score of all voting members based on a 100-point scale or maximum total p0ints based on the fo11owing allocation of points: 40 points for ability t.o deliver low cost quality serviees; 20 points for equipment, 20 points for experience and 20 poirtt.s for manp0wer. The Committee Page? members were then advised that the highest average $core of all voting members represents the highest tanking responder, The next })ighesi ra.n.ked responder is based on the second highest average score. SFM Services~ Inc.. based in .Hialeah Gardens, is a full-service landscaping company with 126 em.ploy~ currenUy working in its grounds ,-naintenance division. SFM Services, Inc. has current successful experience with the City of Hialeah and extensive municipal e;{peri~nce with Doral) Coral Gables, Miami Lakes, Sunny Isles, Miramar and Coral Gables. With state-of-the art equipment including using green inltiatives such as the use of propane gas and recycling debds and cuttings, a certified arborist and certified pesticide applicator on stait requisite liability insmance, a safety program and employee drug testing, SFM Servicest Inc. is well qualified. Groundkeepers, Inc. is also a full service groWldS maintenance company, with 80 employees in the field, a ful1 oomplement of equipment, a: safety program for its workers, requisite liability insurance, certified arborist and certified pesticide applicator on staff, and provides employee drug:-testing and criminal backgro®d checks. Groundkeepe.rs, Inc, has extensive municipal and governmental client experience currently working on contracts with Coral Springs, Boca Raton, Palmetto Bay. Miami, Miramar, Miami-Dade Page2 Page 3 County, Miramar, and Miami Lakes. The Committee determined that Groundskeepers, lnc. to be well qualified. Super Landscape & Maintenance, inc. has a st(:llar reputation with the City. having performed grounds maintenance wQrk for the City parks, police department, water & sewers property and City Hatt during the last five years. With requisite equipment, municipal experience with Ooral and Hialeah, havitlg a safety program, performing employee criminal background checks and drug screening, a safety program, .a certified arborist and certified pesticide applicator on staff and the requ;site liability insurance, the Committee found that Super Landscape & Maintenance, Inc. is well qualified. Elan Lawn and Landscaping Services, lnc. employs between. 60:..85 people in the field, has a certified arborist and certified pesticide applicator on staff, conducts employee criminal bael<ground checks and drug screening, implements a worker safety program, provides for the requisite amount ofliability insurance~ and possess a fulJ array of heavy and small equipment. Elan Lawn and Landscaping Servicci, Jnc. had successfully worked for the City for six or seven years and currently has a large list of municipal clients, including Miami Bench, Pembroke Pinest Miramar, Cooper City and Miami Gardens. The Committee determined that Elao. Law and Landscaping Services, Inc. to be well qualified. V isualScape, Jnc. is a company that has risen out of the collapse of Vila & Sons, which, foe 28 years, ex.paneled to 1,000 employees in grounds maintenance services, having FDOT and Disney World has long-standing clients. The principal performed excellent grounds maintenance: and lAr1dsc:aping work for the City for several decades. With requisite liability insurance~ equipment) empl-0yee safety pJan, drug and criminal background screening, the Cornmfttee found Visi.m.1Scape, Inc. to be well qualified. The Committee understood I.bat while on the major statewide oompan~es collapsed due to overexpansion in a severe economic reeession, the Committee supports this selection base.don the decades of pro\"iding high-quality grounds rnaintenan~,'services in Hia)eah and throughout Florida. Orchidman Landscape Artisans Corp. impressed the Committee has a new, energetic grounds maintenance oornpany that has quickly gained municipal clientS, the Cities of Pinecrest, Golden Beach and Pembroke Pines. With 30 people in the field, a certified ·arborist and certified pesticide applicator on staff, the requisite liability insurance limits, employee safety program, drug screening and criminal background check..s, and requisite equipment, the Committee found that Orchidman Landscape Artisans Corp. is well qualified. The Committee did note that the company rents forge equipment and that the smaller sector work would better suit the smaller size of this company. Mystic Gardens Lawn Contracterst Inc., although a smaller company with between 12 and 35 people in the field, possesses the requisite equipment and has the experience providing grounds mai.ritenance services for the City of Hialeah, Hialeah Hol.lsing Authority and Leon Medical Center. Mystic Gardens Lawn Contractors, Inc. Page3 Page4 has successfully performed work for the City in the past, has the requisite liability insurance limits, certified arborist and pesticide apphcator on staff, operates a worker safety program, and provides employee drug screening and criminal background checks. The Committee found Mystic Gardens Lawn Contractors, fnc. well qualified. The lowest ranked two companies, Garden Techs and Florida Turf & Landscape Horticulture,. Inc., were not selected. Garden Te<;hs was closely ranked in terms of total points with Mystic Gardens. The small number of employees, 14 employees in the field, and the lack of a ~i6ed arborist on staff, did not compare with the manpower of the other c-0mpa.n.ies. Garden Tech has successful prior experience with the City and general ,met other requirements. Finally> Florida Turf & Land.scape Horticulture, Inc. was not selected for reasons that it was unlikely that the company would provide q\laHty services at a low price. While the company representative ~plained the prior negative history wiU1 Hialeah of his former company> Prosc:ape, it was clear that he blamed the circumstances on a misunderstanding between the company and the City as to "oontract interpretation" relative to level of service. In fact, the company representative asserted thal he educated his major client, the City of Miami Lakes 1 into increasing the contract by 30% to 35% to match his top-tier service of oonsistenl growth wit11 pruning. The company representative believed that he worked successfully with Miami Lakes through continual negotiation. The Committee members, while acknowledging that price and level of service is connected, did not share his view as to what the City could afford during these difficult times. In fact.. the City's desire is to be cost~effective, m~(mize value and save money. The Committee determined that the City would hope that the companies selected by the City would work within these financial constraints without further negotiation. Accordingly, Florida Turf & Landscape Horticulture, Inc. was not selected.
