Also in attendance was Jorge Hernandez, Director of the Streets Department> and William Grodnick, City Attorney. The Conunittee met in the Law Department Conference Room> 501 Palm Avenue, Hialeah, Florida at 10:00 a.m. Interviews were conducted for the following firms: Etan Lawn and Landscaping Services, Inc., Groundskeepers. fo.c., Orchidman Landscape Artisans, Corp., Mystic Gardens Lawn Contractors, Inc., Garden Techs, Florida Turf & Landscape Hortkulture, Inc. Super Landscape & Maintenance, lne., VisualScape Inc. and SFM Services> Inc. Florida Turf & Landscape Horticulture, Inc. was added to the interview list. Although the City had some performance issues related to the predecessor company Proscape, Inc .. it was decided that Conunittee members, who did not have specific knowledge of the prior history, should have an opportunity to hear the company's explanation and ask questions regarding the same. The responding companies were advised of the selection criteria and that the Committee would recommend a number of companies 10 be placed on an approved list cf qualified grounds maintenance ~rvices companies to be selected in the future for sector grounds maintenance work. The Committee members were advised <hat the Selection Commitl~ would rank the responders according to an average score of ~n voting members based on a l 00-poinl scale or maximum total points based on the following allocation of points: 40 points for ability to deliver low cost quality services; 20 points for equipment, 20 pojnts for experience and 20 points for manpower. The next highest nmk.ed responder is based on the second highest average s.core. The interviewed responders were ranked based on comparison scores in descending order. Thereupon, the Selection Committee ranked the follO\.ving proposals on the 100-point scale as follows: 1. SFM Servjces. Inc. 2. Groundkeepers, Tnc. 3. Super Landscape & Maintenance, Inc. 4. Elan Lawn and Landscaping Services, Inc. 5. VisualScape, fnc. 6. Orchidman Landscape Artisans Corp. 7. Mystic Gardens Lawn Contractors, Inc. 8. Garden Techs 9. SFM Services, Inc., based in Hialeah Gardens, is a full-servi~ landscap~ng company with 126 employees cu.rrently working in its gro\ltldS maint¢nance division. SFM Services, Inc, ha,s current successful experience with the City of Hialeah and extensive municipal experience. With Doral, Coral Gables, Miami Lakes. Sunny Isles, Miramar and Coral Gables. With state-of·the art equipment including using green initiatives such as the use of propane gas and recycling debris and cuttings, a certlfte.d arborist and certified pesti<:>ide applicator on staff, reqJ.Jisite liability insurance. a safety program and employee drug testing, SFM Services, lnc. is well qualified. Groundkeeper.s) lnc. is also a full service gro\Jnds maintenance company, with 80 employees in the field, a fuU compleme;nt of equipment> a safety program for its workers, requisite liability insurance, certified arborist aad certified pesticide applicator on staff, and provides employee drug-testing and criminal background checks. Groundkeepers, Inc. has extensive municipal and government.at client experience currently working on contracts with Coral Springs, Boca Ralon, Palmeno Bay, Mjami, Miramar~ Miami~Dade Page2 Pagel CoWlty, Miramar, and Miami Lakes. The Committee determined that Groundskeepers, Inc. to be well qualified. Super Landscape & Maintenance, Jnc. has a stellar reputation wiili the City, having perfonned grounds maintenance work for the Cjty parks, police department, waler & sewers property and City Hall during the last five years; With requisite equipment, municipal experience with Doral and Hialeah, having a safety program, performing employee criminal background checks and drug screeningt a safety program, a certified arborist and certified pesticide applicator on staff and the requisite liability insurance, tJ1e Committee f01.md that Super Landscape & Maintenance, Inc. is well qualified. EJan Lawn and Landscaping Services, Inc. employs between 60-85 people in the field, has a certHied arborisl and certified pestic(de applicator on staff, conducts employee criminal backgi:-ound checks and drug screening, implements a worker safety program, provides (or the requis1te amount of liability insurance, and possess n full array of heavy and small equipment Etan Lawn and Landscaping Services, Inc. had successfully worked for the Ciry for six or seven years and currently has a large list of municipal clients, including Miami Beach, Pembroke Pines, Miramar, Cooper CHy and Miami Gardens. The Committee determined that Elan Law and Landscaping Services, !nc.. to be well qualified .. VisualScape, Inc. is n company that has risen out of the collapse of Vila & Sons, which, for 28 years; expanded 10 1>000 employees in grounds maintenance services, havjng FDOT and Disney World has long-standing clients. The principal performed exceHent grounds maintenance and landscaping work fot the City for several decades. With requisite liability insurance, equipment, employ~ safety plan, drug and criminal background screening, the Committee found VisualScape 1 Inc. to be well qualified. The Committe~ understood that while on the .rnaj-0r statewide companies collapsed due to overexpansion in a severe economic recession, the Committee supports this selection based on the decades of' providing high.quality grounds maintenance services in Hialeah and throughout Florida. O~hidman Landscape Artisans Corp. impressed the Committee has a new~ energetic grounds rnainte.11ance company that has quickly gained municipal clients, the Cities of Pinecrest, GQf den Beach and Pembro~e Pines. With 30 people in the field 1 a certified arborist and certified pesticide applicator on staff, the requisite liability insurance Hmits 1 ~mploy~e safety program, d.rug screening and criminal background checks, and requisite equipment, the Committee found that Orchidman Landscape Artisans Corp. is well qualified. The Committee did n0te that the company rents Large equipment and that the smaller sector wotk would betcer suit the smaller size of this company. Mystic Gardens Lawn Contractors, Inc ... although a smaller company with between 12 and 35 people in the Held, possesses lhe requisite equipment and has the experience providing grounds maintenance services for the City of Hialeah, Hialeah Housing Authority and Leon Medical CenteL Mystic Gardens L~wn Contractors, Inc. PageJ Page4 has successfully perfonned work for the City in the past, has the requisite liabil)ty insurance limits, certified arborist and pesticide applicator on staff, operates a worker safety program, and provides employee drug screening and criminal background checks. The Committee found Mystic Gardens Lawn Contractors, Inc. well qualified. The lowest ranked two companies, Oarde,n Techs and Florida Turf & Landscape H.orticuJture, lnc., were not selected. Garden Techs was closely ranked in terms of total points with Mystic Gardens. Tbe small m.unber of empl~yees, 14 ernplQyees irt the field, and the lack of a certified arborlst on staff, did not compare with th-e manpower of the other companies. Garden Tech has successful prior experience with the City and general met other requiremen~. Finally, Florida Turf & Landscape Horticulture, 1n~. was not selected for reasons that it was unlikely that the company would provide quality sexvices at a Jow price. While the company representative expiaiMd lhe prior negative history with Hialeah of his former company, Proscape~ H was clear tha1 he blamed the circum.stanees on a misunderstanding between the company and the C~ty as to "contract interpretation" relative to level of service. In fact, the company representative asserted that he educated his major client, the City of Miami Lakes, into increasing the contract by 30% to 35% to match his top~tier service of consistent growth with pruning. The company representali ve believed that he worked successfully with Miami Lakes through continual negotiation. The Committee member$, while acknowledging that price and level of service is con.nected, did not share his view as to what the City could affor<l during these difficult times. [n fact, the City's de.sire i's to be cost-effective, maximize value and save money. The Committee determined that the Ciry would hope that the companies selected by <he City would work Within these financial consuaints without further negotiation. Accordingly, Florida Turf & Landscape Horticulture, Inc. was not selected. Accordingly, the Selection Committee, based on the foregoing reasons, recommends the highest-ranked seven companies} SFM Services, Inc., Groundskeepers. Inc., Super Landscape & Maintenance, Inc., Elan Lawn and Landscaping Services, Inc., VisualScape Inc.1 Orchidman Landscape Artisans, Corp. and Mystic Gardens Lawn Contractors~ Inc., to be selected for the pool of qualified grounds maintenance companies with the demonstrated ability to provide quality services at low cost, requisite equipment. manpower and experience to perform grounds maintenance work for the City. Inc., Garden Techs, Florida Turf & Landscape Horticulrure., Inc; Super Landscape & Maintenance, lnc., VisualScape Inc. and SFM Services, Inc. Florida Turf & Landscape Horticulture, Inc. was added to the interview lisL Although the City had $0me performance issue$ related to lhe predecessor company Proscape, lnc., it was decided that Committee memb~, who did not have specific knowledge of the prior history, should have an opportunity to hear the c.ompany's explanation and ask questions regarding the same. The responding companies were advised of the selection criteria and thal the Committee would reconunend a number of companies to be placed on an approved list of qualified groWlds maintenance services companies to be selected in the future for sector grounds maintenance work. SFM Services1 Inc.. based in .Hialeah Gardens, is' a full-service landscaping company with 126 employ~ currenUy working in its grounds maintenance division. SFM Services, Inc. has current succe$sful experience with the City of Hfaleah and extensive mwticipal ex.perience with Doral) Coral Gables, Miami Lakes, Sunny Isles, Miramar a:nd Coral Gables. With s(ate.-of-the art equipment including using green inltiatives such as the use of p,ropl,\l'}e gas and recycling debds and cuttings, a certified arborist and certified pesticide applicator on staff, requisite liability insurance, a safety program and employee drug testing, SFM Services~ lnc. is well qualified. Groundkeepers, Inc. is also a full service grounds maintenance company1 with 80 employees in the field, a full complement of equipment, a safety program for its workers, requisite liability insurance, certified arborist and ce.rtified pesticide applioa1or on staff, and provides emp1oyee drug:-testing and criminal background checks. Ground.keepers, Inc. has extensive municipal and governmental client experience currently working on contracts with Coral Springs 1 Boca Raton, Palmetto Bay. Miami, Miramar, Miami-Dade P~ge2 Page 3 County, Mira.mat, and Miami Lakes. TI1e Committee determined that Groundskeepers, Inc. to be weU qualified. Super Landscape & Maintenance, inc. has a stellar reputation with the City. having performed grounds maintenance wQrk for the City parks, police department, water & sewers property and City Hatt during the last five years. With requisite equipment, municipal experience with l)oral and Hialeah, having a safety program, performing employee criminal background checks and drug screening. a safety program, a certified arborist and certified pesticide applicator an staff and the requfaite liability insurance, the Committee found that Super Landscape & Maintenancet Inc. is wen qualified. Blan Lawn and Landscaping Serviees, tnc, employs between. 60:..85 people in the field, has a certified arborist and certified pesticide applicator on staff, conducts employee criminal bacl<ground checks and drug screenin&t implements a worker safety program, provides for the requisite amount of liability insurance~ and possess a fu11 array of heavy and small equipment. Elan Lawn and Landscaping ServiceS, Jnc. had successfully worked for the City for six or seven years and CW'Tently has a large list of municipal clients, including Miami Bench, Pembroke Pinest Miramar, Cooper City and Miami Gardens. The Committee detennined that Elan Law and Landscaping Services, Jnc. to be well qualified. VisualScape, lnc. isa company that has risen out oJtbe collapse of Vila & Sons, which, foe 28 years, expanded to l ,000 employees in grounds maintenance services, having FDOT and Disney World has long-standing clients. The principal performed excellent grounds maintenance and lru:idscaping work for the City fur several decades. With requisite liability insurance, equipment, employee safety plan. drug and criminal background screening, the Committee found VisualSeape, Inc. to be well qualified. The Committee understood that while on the major statewide oor:npanies collapsed due to overexpansion in a severe ooonomic reeession, the Cormnitt~ supportS this selection based on the decades of pro\liding high~quality grounds maintenance ·services in Hia)eah and throughout Florida. Orchidma.n Landscape Artisans Corp. impressed the Committee has a new, energetic grounds maintenance company that has quickly gained municipal clients, the Cities of Pinecrest, Q())<leo Beach and Pembroke Pines. With 30 people in the field, a certified ·arborist and certified pesticide applicator on staff, the requisite liability insurance limits, employee safety program, drug screening and criminal background check.s, and requisite eq.uipment, the Committee fowtd that Orchidman Landscape Artisans Corp. is weU qualified. The Committee did note that the company rents large equipment and that the smaller se<:tor work would better suit the smaller size of th.is tompany. Mystic Gardens Lawn Cc:>ntractorst Inc., although a smaller company with between 12 and 35 people in the field, possesses the requisite equipment and has the experience providing grounds maintenance services for the City of Hialeah, Hialeah Ho1.lsing Authority and I@n Medical Center. Mystic Gardens Lawn Contractors, Inc. PageJ Page4 has successfully performed work for the City in the past, has the requisite liability insurance limits, certified arb-Orist and pesticide appJicator on staff, operates a worker safety program, and provides employee drug screening and criminal background checks. The Committee found Mystic Gardens Lawn Contractors, fnc. well qualified. The lowest ranked two companiesi Garden Techs and Florida Turf & Landscape Horticulture,. Inc., were not selected. Garden Teclts was clc>sely ranked in terms of total points with Mystic Gardens. The small number of employees, 14 employees in the field, and the lack of a ~i6ed arborist on staff: did not compare with the manpower of the other c-0mpanies. Garden Tech h~ successful prior ex:perience with the City and general met other requirements. · Finally) Florida Turf & Lan4$cape Horticulture, Inc. was not selected for reasons that it was unlikely that the company would provide quality services at a low price, While the company representative explained the prior negative history wiU1 Hialeah of his former company, Proscape; it was clear that he blamed the circumstances on a misunderstanding between the company and the City as to "contract interpretation" relative to level of service. In fact, the company representative asserted that he educated his mnjor cHent, the City of Miami Lakes, into increasing the contract by 30% to 35% to match his top-tier service of consistent gro\vth with pruning. The company representative believed that he worked successfully with Miami Lakes th.rough continual negotiation, The Committee members; while acknow}edging that price and level of service is connected, did not share his view as to what the City could afford during these difficul1 times. In fact., the City's desire is to be cosl~etTective, maxtmize value and save money. The Committee determined that the City would hope that the companies se\ected by the City would work within these financial constraints without further negotiation. Accordingly, Florida. Turf & Landscape Horticulture, Inc. was not selected. Accordingly, the Sel~tion Conu:nittee, based on the foregoing reasons, reoommends th~ highest-ranked seven cornp$tli~s. $FM Services~ .Lnc., Groundskeepers, Inc.) Super Landscape & Maintenance, Inc., Elan Lawn and Landscaping Services, Inc., VisualScape lnc., Orchjdman Landscape Artisans. Corp. and Mystic Gardens Lawn Contractors, Inc., to be selected for the pool of qualifi.ed grounds rnaintenam.1<: companies with the demonstrated ability to provjde quality services at low cost, requisite equipment. manpower and experience to perfomi grounds maintenance work forthe City.
