Marinelli, Director of Grants and Human Services Department, David Concepcion, City Clerk, and Carlos Berriz, Fleet Manager. convened to conduct scheduled interviews and make recommendations for Request for Qualifications NQ_ 20l l/l2-3210~12-010 Grounds Maintenance. Also in attendance was Jorge Hernandez, Director of the Streets Department) and William Orodnick, City Attorney. The Conunittee met in the Law Department Conference Room 1 501 Palm Avenue, Hialeah, Florida at 10:00 a.m. lnterviews were conducted for the following firms: Elan Lawn and Landscaping Services, Inc., Groundskeepers, lnc., Orchidman Landscape Artisans, Corp., Mystic Gardens Lawn Contractors, Inc., Garden Techs, Florida Turf & Landscape Horticulture, Inc. Super Landscape & Maintenance, Inc., VisualScape Inc. and SFM Services> Inc. Florida Turf & Landscape Horticulture, inc. was added to the intervjew list. Although the City had some performance issues related to the predecessor company Proscape, Inc., it was decided that Committee members, who did not have specific knowledge of the prior history, should have an opportunity to hear the company's explanation and ask questions regarding the same. The responding companies were advised of the selection criteri.a and that the Committee would recommend a number of companies 10 be plac.ed on an approved list of qualified grounds maintenance services companies to be selected in the future for sector grouods ma1ntenance work. The Committee members were advised <hilt the Selection Comrnittee would rank the responders according to an average score of all voting members based on a 100-poinl scale or maximum total points based on the following allocation of points: 40 points for ability to deliver low cost quality services; 20 points for equipment1 20 points for experience and 20 points for manpowec The: Committee Page 2 members were then advised that the highest average score of all voting members represents the highest ranking responder. The next highest ranked responder is based on the second high.est average score. The interviewed responders were ranked based on comparison stores in descending order. SFM Services, Inc. has current successful experience with the City of Hialeah a.nd extensive municipal experience with Dorat, Coral Gables, Miami Lakes, Sunny Isles, Miramar and Coral Gables. With state-of-the art equipment including using green initiatives such as the use of propane gas and recycling debris and cuttings, a certlfie.<l arborist and certified pesticide applicator on staff, requisite liability insurance. a safety program and employee drug testing, SFM Services, lnc. is well qualified. Ground.keepers) Inc. is atso a full service grounds maintenance company, with 80 employees in the field, a full complem~nt of equipment> a safety program for its workers, requisite liability insurance, certified arborist and certified pesticide applicator on staff, and provides employee drug-testing and criminal background checks. Groundkeepers, Inc. has extensive municipal and government.a{ client experience currently working on contracts with Coral Springs, Boca Raton. Palmeno Bay, Mjami, Miramar1 Miami-Dade Page2 Pagel CoWlty, Miramar, and Miami Lakes. The Committee determined that Groundskeepers, Inc. to be well qualified. Super Landscape & Maintenance, lnc. has a stellar reputation with the City, having perfonned grounds maintenance work for the City parks, police department, waler & sewers property and City Hall during the last five years. With requisite equipment, municipal experience with Doral and Hialeah, having a safety program, performing employee crimi.naJ background checks and drug screening, a safety program, a certified arborist and certified pesticide applicator on staff and the requisite liability insurance, tJ1e Committee found that Super Landscape & Maintenance, Inc. is well qualified. Elan Lawn and Landscaping Services, Inc. employs between 60-85 people in the field, has a certjfled arborist and certified pestic(de applicator on staff, conducts employee criminal background checks and drug screening, implements a worker safety program, provides for the requisite amount of liability insurance, and possess n full array of heavy and small equipment Elan Lawn and Landscaping Services, Inc. had successfully worked for the City for six or seven years and currently has a large list of municipal cllents, including Miami Beach, Pembroke Pines, Miramar, Cooper City and Miami Gardens. The Committee determined that Elan Law and Landscaping Services, Inc. to be well qualified. VisualScape, Inc. is a company that has risen out of the collapse of Vila & Sons, which, for 28 yearsj expanded 1o 1>000 employees in grounds maintenance services, having FDOT and Disney World has long-standing clients. The principal performed excellent grounds maintenance and landscaping work foC" the City for several decades. With requisite liability jnsurance, equipment, employee safety plan, drug and criminal background screening, the Committee found VisualScape, Ioc. to be well qualified. TI)e Comtnittee understood that while on the .major statewide companies colltipsed due to overexpansion in a severe economic recession, the Committee supports this selection based on the decades of providing high-quality grounds maintenance services in Hialeah and throughout Florida. Orchidman Landscape Artisans Corp. impressed the Committee has a new, energetic grounds maintenance company that has quickly gained municipal clients, the Cities of Pinecrest, Golden Beach and Pembroke Pines. With 30 people in the field, a certified arborist and certified pesticide applicator on staff, the requisite liability insurance limits> employee safety program, drug screening and criminal background checks, and requisite equipment, the Committee found that Orchidman Landscape Artisans Corp. is well qualified. The Committee did note that the company rents large equipment and that the smaller sector work would better suit the smaller size of this company. Mystic Gardens Lawn Contractors) Inc.. altJ1ough a smaller company with between 12 and 35 people in the field, possesses 'the requisite equipment and has the experience providing grounds maintenance services for the City of Hialeah, Hialeah Housing Authority and Leon Medical Center. The responding companies were advised of the selection criteria and that the Committee would reconunend a number of companies to be placed OJ) an approved list of qualified growids maintenance services companies to be selected in the future for sector grounds maintenance work. The Committee members were advised that the Selection Committee would rank the responders according to ah average score of all vo1ing members based on a 100-point scale or maximum totaJ points based on the fol1owing allocation of points: 40 points for ability to deliver low cost quality services; 20 points for equipment, 20 points for experience and 20 points for manp0wer. Groundkeepers, Inc. is also a full service grounds maintenance company, with 80 employees in the field, a full complement of equipment, a safety program for its workers) requisite liability insurance, certified arborist and certified pesticide applica16r on staff, and provides employee drug~testing and criminal backgroW1d checks. Groundkeepers, Inc. has extensive municipal and governmental client experience currently working on contracts with Coral Springs1 Boca Raton, Palmetto Bay. Super Landscape & Maintenance, Inc. has a stellar reputation with the City, having performed grounds maintenance work for the City parks, police department, water & sewers property and City Halt during the last five years. With requisite equipment, municipal experience with Doral and Hialeah, having a safety program, performing employee criminal background checks and drug screening, a safety program, a certified arborist and certified pesticide applicator on staff and the requjsite liability insurance, the Committee found that Super Landscape & Maintenance, Inc. js wen qualified. Etan Lawn and Landscaping Services, inc. employs between 60-85 people in the field, has a certifi<X.i arborist and certified pesticide applicator on staff, conducts employee criminal background checks artd drug screening, implements a worker safety program, provides for the requisite amount of liability insurance, and possess~ full array of heavy and smaH equipment. Blan Lawn and Landscaping Services, Jnc. had successfully worked for the City for six or seven years and CWTentty has a large list of municipal clients, including Miami Bench, Pembroke Pines, Miramar, Cooper City and Miami Gardens. The Committee determined that Elan Law and Landscaping Services, inc. to be well qualified, V isualScape, foe. is a company that has risen out of the collapse of Vila & Sons, which, for 28 years, expanded to 1,000 employees in grounds maintenance services, having FDOT and Disney World has long-standing clients. The principal performed excellent grounds maintenance and landscaping work for the City for several decades. With requisite liability insurance, equipment) employee safety plan, drug and criminal background screening, the Committee found VisunlScape> Inc. to be well qualified. The Committee understood that while on the major statewide companles collapsed due to overexpartsion in a severe economic re(;e.Ssion, the Commi«~ supports tltis selection based on the decades of providing high~quality grounds maintenance 'services in Hia)eah and throughout Florida.
